Homeless Management Information System (HMIS)

The Community Service Council is the lead agency for the ShareLink Homeless Management Information System (HMIS). The ShareLink HMIS system uses a web based software application to document client level data on homeless services. The system provides an opportunity to share client data and streamline the data collection and case management process for individuals who give permission to share data.

The HMIS system went live on June 3, 2004 with three programs participating. The HMIS has expanded to 10 agencies and includes programs providing emergency shelter, transitional living, permanent supportive housing and support services for homeless and formerly homeless individuals and families. Agencies currently entering homeless services data in the HMIS include: Salvation Army, John 3:16 Mission, Tulsa County Social Services, Day Center for the Homeless, Mental Health Association, Volunteers of America in Oklahoma, Legal Aid Services of Oklahoma, 12 & 12, Family and Children’s Services. In 2005 Restore Hope Ministries began using the HMIS system to record homeless prevention assistance for families.

Greater than 74% of the current homeless population accessing shelter services is being documented in the HMIS.  One hundred and nineteen ShareLink licenses are in use and supported by CSC HMIS technical and service management staff.  In 2005, 6,852 unique client records were created by the agencies participating in the HMIS. The HMIS system not only promotes coordinated case management and client tracking but it will serve as a valuable source of data needed to identify and address service gaps for homeless people in our community.

The Community Service Council and all agencies in the ShareLink system are required by law to maintain the privacy of protected personal information and to provide clients with notice of their legal duties and privacy practices with respect to protected personal information.
