Tulsa's Metropolitan Human Services Commission (MHSC)
coordinates funding, planning and policy decisions affecting human services in
Tulsa County; provides overall leadership in guiding the use of partners
resources in addressing major community issues and concerns; and promotes public
policy action needed for prevention and effective service delivery.
Formed in 1981, MHSC is a planning and policy partnership among the
City of Tulsa, Tulsa County, Tulsa Area United Way, Oklahoma
Department of Human Services, Tulsa Public Schools, Union Public
Schools, and Tulsa City-County Health Department, with
representatives also from the business and faith communities.
Community Service Council provides staff support for the work of the
MHSC.
MHSC’s major priorities focus on impacting policies, funding, and
system improvements for improving school readiness, preventing child
abuse and neglect, improving education outcomes through
collaboration of school, family, and community resources, and
improving state/local coordinated decision making addressing health
and human service needs. In addressing these priorities MHSC’s roles
include developing information to guide policy and resource
decisions, advocating at the state legislature, researching best
practice approaches, and maintaining formal communications with
major state agency leaders on MHSC priorities and engaging their
support.
Community Profile: MHSC and Community Service Council publish an annual
Community Profile Report--information on conditions and needs,
to guide human services planning and action.

2002, CAP joined with Wider Opportunities for Women (WOW), the University of
Washington and a statewide coalition of advocacy groups, public agencies and
concerned individuals to release the Self-Sufficiency Standard for Oklahoma,
a landmark report on the income needs of Oklahoma families. Below you can
access a copy of the full report or the 2-page executive summary (if you

desktop or a folder, and then opening it). There is also a Power Point
presentation summarizing key findings of the report and the ongoing work of

Research and
Data for Informed Decision Making
Research and essential
information about the Tulsa
and surrounding communities are a key aspect of the Council’s ongoing
efforts to support informed decision making.
In 2006, CSC
established the
Census
Information
Center and has
provided over 100 census data reports and files for community
members to date in 2007. This data is used from grant writing to
high school home work assignments. Data is accessible
online, or in person at the
Main
Tower
office.
The Council is
commissioned each year by the
Tulsa Area United Way
to prepare the Tulsa Community Profile.
This presentation has been presented 53 times from
Seattle
Washington to
Washington
DC.
The content contains over 250 slides, graphs and maps which are
offered in 22 different configurations for presentation. Many area
organizations are using the profile for baseline data for monitoring
their program activities.
CSC has over 30
original publications and reports now available on the website.
